Pagoda Project start date announcements
Muni has been sending emails and issuing notices about the Pagoda Project start date since mid-May. However, neither Muni nor its contractors have a building permit (as of July 11, 2013), and were not able to start on any of the announced dates. But see the note below after No NB Dig sent an email on July 11 — Muni reads and reacts to it!

I'm pretty sure Muni is just blowing more smoke. They don't have permits or final demolition plans so cannot start. Pagoda Project Construction Updates — Extraction
MH Construction finished the demolition in about 90 days, up from the 30 days that were contracted. BIHJV construction moves in to dig the extraction shaft in early October.

North Beach FAQs
This online document gives Muni's rationale for tunneling into North Beach. Their plan to dig "future" tunnels is a T-Third Phase 3 issue and Phase 3 plans do not exist.
Many of the points here are false, for example:
4. Why not leave the TBMs underground or remove them in Chinatown? As part of the recent review process, the SFMTA did consider abandoning the TBMs underground in Chinatown, north of the Chinatown Station. However, if left underground in this way, the TBMs would be difficult and disruptive to remove at a later date, significantly complicating or precluding reasonable prospects for a future extension of the T Third Line.
There was no public review process. As for "abandoning the TBMs underground," this is done on nearly all tunnel projects worldwide ("Pagoda plan strains credulity").
